Training
KC Scout provides ongoing training and exercises through the Traffic Incident Management
Program's Symposium (once each year), meetings (quarterly) and table top exercises (annually).
In addition, Motorist Assist and Emergency Response operators receive Emergency Vehicle Driver Training,
Traffic Control Training, and other trainings designed to help them make the freeways safer for responders and motorists.
All trainings are based on the following principle:
The less time it takes to clear an incident from the freeway, the less likely passing drivers will be involved
in a secondary incident, and the less time emergency responders and victims will be exposed to the dangers of passing traffic.
Local agencies have embraced this concept and are changing the way they manage incidents: clearing them quickly,
while at the same time improving the safety of both responders and drivers caught in the backup. While most incidents
are cleared in much less time, all agencies have set a goal to clear major incidents in 90 minutes or less.
